摘要

ParisMOU NIR (New Inspection Regime) of latest PSC rules of 2009/16/EC still has some limitation in risk evaluation, due to the nonscientific means defined. In this paper we proposed a more scientific and rapid target factor selecting and risk evaluation model based on hierarchic analysis and grey integrated clustering method. The scheme combine the grey clustering method and grey clustering decision method, as well as hierarchic analysis method to realize ship risk evaluation. The instance results show that the algorithm serves to do rapid ship classification defined by scale. Furthermore, it could achieve sorting within one scale, and the accuracy is 100%. The algorithm is very suitable for limited inspect resource to do rapid ship classification, which is has certain practical value for PSC targeting.
