Comprehensive assessment of normal operational benefit and extreme event responsiveness for distribution systems

摘要

In order to conduct a quantitative study on the economic benefits of the new power system under normal operation and its recovery capacity after extreme disasters, this paper proposes a comprehensive assessment method that simultaneously considers normal operational benefit and extreme event responsiveness. On the one hand, this paper starts from the perspective of economic benefits: Firstly, it proposes economic indicator E that simultaneously consider costs, benefits and discount rates; Secondly, it considers the multi-market coupling mechanism of carbon-electricity-green certificates to construct a cost-benefit model with the goals of minimizing costs and maximizing benefit; Thirdly, the ADMM algorithm is used to reconstruct the model; Finally, the cost-benefit double-layer iterative model solved by the ADMM algorithm was obtained, which can be used to solve the economic indicators. On the other hand, in the resilience assessment for extreme scenarios, firstly, the uncertainty of distribution network faults and recovery time is considered, the time series Monte Carlo simulation method is used to deduce the evolution process of distribution network component faults and generate a dynamic scene set of extreme events; Secondly, establish a distribution network restoration model under extreme events to simulate the entire process of the distribution network responding to disasters; Finally, calculate the elasticity index based on the simulation results. Ultimately, the numerical examples prove the feasibility of this comprehensive assessment method. Therefore, the application of this comprehensive assessment method can guide the construction of the unit from multiple objective perspectives including economy and post-disaster recovery.
