N2 - With the increasing influence of complexity in engineering projects, managers now realize that it is essential to measure complexity quantitatively. Based on a literature review of the existing complexity measurements, the criteria, subcriteria and their interdependencies are identified. Then, we propose a new approach involved of the analytical network process and data envelopment analysis. The hybrid DEA-ANP method permits to assess the relative complexity scores of engineering projects. A numerical example of applying the proposed approach is illustrated.
