摘要
With the frequent occurrence of low probability-high risk extreme events and increasingly severe power grid security problems, it is urgent to establish and improve the power emergency response mechanism to cope with extreme weather and natural disasters. To ensure the safe operation of high-voltage level backbone grids and make full use of general aviation resources, a fast post-disaster recovery methodology of the power system is proposed in the paper. Based on the characteristics of helicopters and flight paths, a three-dimensional flight path planning model for the helicopter is established, which contains the minimum ground clearance constraint, the maximum turning distance, and the pitch distance constraint. On this basis, a model for fast post-disaster recovery of power systems based on optimal helicopter dispatch is developed, aiming to minimize the economic loss, considering the outage loss and the helicopter dispatch cost. The constraints include helicopter maintenance path constraints, the power system safe operation constraints, and the fault line state coupling constraints. The model is more appropriate and practical considering helicopter load and flight mileage constraints. The improved IEEE 30-node system is used for case testing, and the results verify the validity of the proposed model and demonstrate the whole post-disaster recovery process using helicopters.
