abstract = "The problems needing to be solved in Chinese railway E-Business are presented by analyzing the bases of railway informatization and the actualities of railway E-business application. In order to settle those problems, a new strategic model based on spiral propulsion principle is given. The TMIS-based Architecture, general technology platform and implementation framework of railway E-business are also presented. In the end, it is suggested that the building process of the E-business system be compartmentalized into three stages, and the target of each stage is defined.",
