Strategic decision model based on quantitative SWOT analysis and its empirical study

Abstract

Making strategic decisions is most important at the top management levels. A simplified quantitative model suitable for organizational decision was constructed by resorting to the Delphi method and the SWOT analysis. The conflict over the experts' opinions was resolved by using the replacement analysis when the Likert scale was available. On this basis, the organizational strategic direction was determined according to its position and the numerical scope of strategic intensity was analyzed. Further, the managerial meaning of the strategic vector in the polar coordinate was illustrated as well. Based on the theoretic analysis, the model was verified by developing the strategy to run the tourism management specialty in technological colleges and universities, validating the effectiveness of the constructed model.
