Abstract

This is the first part of a series of two papers. A concept of spinning reserve width (SRW) of generator unit was introduced. SRW is defined as the maximum of the sum of up and down spinning reserve provided by a generator unit and can be easily obtained based on the available parameters. Based on SRW, an analytical necessary and sufficient condition for economic dispatch (ED) problems with up and down spinning reserve requirements was established. Therefore, the feasibility of an ED problem can be quickly identified by the necessary and sufficient condition rather than solving a linear programming problem and it also provides a theoretical foundation for the feasibility conditions for unit commitment which is placed in the second part of this series of papers. All theoretical results are given with detailed proof.
