abstract = "We compile a panel data of 83 global container terminal operators from 1997 to 2005 to study the efficiency of container port production. The empirical stochastic production frontier model developed in this paper separates the technology heterogeneity with the inefficiency, and allows for both the technology and inefficiency to vary across time. The empirical model is estimated by using the Markov Chain Monte Carlo (MCMC) simulation under the Bayesian framework. Our results indicate the substantial difference in operators' efficiency levels, and the terminal operators on average could increase output by up to 10\%-15\% by using the available technology in the most efficient way.",
