Abstract
Frequent extreme rainfall and urban waterlogging are increasingly causing unexpected power outages and substantial economic losses in distribution system (DS). This paper exploits Battery Swapping-Charging System's (BSCS's) potential for enhancing DS resilience under urban waterlogging with a hybrid restoration model. For DS restoration, the battery packs in BSCS are leveraged as mobile and dispatchable energy storage resources to provide emergency power support and reduce power outage loss. For BSCS dispatch, this paper proposes a dispatch model that explicitly accounts for road inundation states, ensuring consistency with practical engineering conditions under urban waterlogging. Case studies demonstrate the necessity and effectiveness of the proposed method.
