A coordinated planning and management framework for transmission and distribution systems with novel bilateral sharing energy storage model and time-phased consumption subsidy strategy

Abstract

With the increasing of fluctuating renewable energy, the large demand for flexible resources makes the integrated design of energy construction and management between transmission and distribution systems more and more important. However, it is urgently needed to develop a more reasonable coordinated planning scheme for modern energy systems, through optimal allocation of multiple flexible resources such as energy storage units, and better management of system-level complementary characteristics. Therefore, in this paper, a coordinated planning and management (CPM) framework for the electric power transmission and distribution systems with a novel bilateral sharing energy storage (BSES) model and a time-phased consumption subsidy (TPCS) strategy for renewable energy is proposed. In which, the novel BSES model is firstly proposed to decouple the power exchange constraints between transmission and distribution systems, as well as ensuring the overall system flexibility. Secondly, the TPCS strategy is developed to better coordinate the operation of BSES between the two systems. The analytical target cascading based decomposition method is then adopted to transform the complicated coordinated planning model into simplified subproblems, and a customized adaptive iteration optimization (CAIO) algorithm is utilized to efficiently solve the optimization problem. Finally, numerical experiments on an interconnected IEEE 30-node transmission system and IEEE 33-node distribution system show a decrease of 3.34 % for total system cost and a reduction of 41.79 % for renewable energy curtailment, demonstrating the advantage and effectiveness of the proposed CPM framework with BSES model and TCPS strategy.
