Abstract

Building emergency response capacity at the grassroots level is an important part of realizing the Chinese-style modernization of the national governance system and governance capacity,and is the fundamental guarantee and necessary meaning for comprehensively building a major security and emergency response pattern. Key elements and improvement paths of grassroots emergency response capacity building are explored according to case study on 30 townships(streets)in Hunan Province based on TOE theoretical analysis framework and fuzzy set qualitative comparative analysis(fsQCA)method. Results show that:①There are four histories driving the improvement of grassroots emergency response capacity, which are technology-balanced type, technology-organization type,organization-environment type,and all-round type. ②Behind the construction of grassroots emergency response capacity is the result of the collaboration of multiple elements. The technical,organizational and environmental factors as go hand in hand and multiply to form a diversified grouping path that drives the improvement of grassroots emergency response capacity.
